Rachel Iskow is CEO of both Mutual Housing California and Mutual Housing Management. She has 30 years of experience in community development and nonprofit leadership, including multifamily housing development, community organizing, and administration of nonprofit corporations. Before joining the Mutual Housing team in March of 1994, she oversaw all affordable multifamily housing development and operations for Rural California Housing Corporation. Ms. Iskow’s development experience includes new construction and acquisition and renovation in urban and rural Northern California. She chairs the board of the California Coalition for Rural Housing, and serves on the board of the Sacramento Housing Alliance, a local coalition advocating for affordable housing and the rights of the homeless. She is the former co-chair of a statewide organization formed both to raise resources for the California Network of NeighborWorks Programs and to increase the visibility of community revitalization collaborations among NeighborWorks programs and corporate and business sector supporters. Ms. Iskow was named recipient of the 2003 League of Women Voters Civic Contribution Award. In March 2008 she was named Woman of the Year for the 9th Congressional District by the California State Assembly. She holds an M.A. in Urban Planning from the University of California at Los Angeles, and a B.A. from the University of California at Berkeley.
Julie Goldfine, Chief Financial and Operations Officer

Julie Goldfine is the Chief Financial and Operations Officer and is responsible for overseeing accounting, asset management and information technology for the organization. She has twenty years of progressive financial accounting experience working with private and nonprofit organizations. Ms. Goldfine has spent half of her career in the tax credit industry, working on bond financing, loan conversions, cost certifications and evaluating the financial feasibility of Section 42 tax credit projects. Prior to joining Mutual Housing, she worked for St. Anton Partners, LLC for eight years as the company’s Chief Financial Officer/COO. In addition, she was the Accounting Manager for Parker Development Company, a land developer, homebuilder and property management company. Ms. Goldfine has extensive experience working with developers, contractors and property management companies. Her background includes assisting companies in establishing policies and procedures, setting up the accounting systems, implementing the financial reporting processes and streamlining operations. She started her career in public accounting working for local CPA firms and obtained her CPA license in 1998. Ms. Goldfine has a Bachelor of Accountancy from the University of San Diego.

Bryan Dove, Director of Asset Management

Bryan Dove monitors the performance of Mutual Housing’s portfolio of multifamily housing. He plans for future physical improvements, evaluates refinancing opportunities, prepares for investor exits, and ensures that properties have updated sustainability plans. Mr. Dove evaluates opportunities for installation of solar photo voltaic panels on existing properties, implementation of water saving measures, and installation of communitywide wireless infrastructure. Before joining the staff of Mutual Housing in 2013, Bryan Dove had more than 10 years of experience developing affordable housing throughout California and Massachusetts. He worked with the Monterey County Housing Authority, private affordable housing developers and non-profits. Mr. Dove has received the designation Certified Housing Asset Manager – CHAM from the Consortium of Housing and Asset Management. He has also received his Green Building Professional certification from Build it Green. He has a master’s degree in Urban Design and Planning with a specialization in Real Estate Development from the University of Washington and a bachelor’s degree from UC Irvine. Among many other accomplishments, Bryan is proud to say that he is a four-time finisher of the Boston Marathon.
Anne-Marie Flynn, Community Development Officer

Anne-Marie Flynn is the Community Development Officer, responsible for overseeing our Resource Development, Community Organizing, and Communications departments. Ms. Flynn manages the complex inter-departmental relationships to ensures the long term sustainability of Mutual Housing California by ensuring their collaboration increases our donor and programs support. She has more than 20 years of experience in non-profit management and development in the Sacramento Region. As a staff person and consultant, Anne-Marie has assisted many local organizations develop and implement programs, train staff and volunteers and raise funds to support our communities. Ms. Flynn has a B.A. in Sociology from University of California at Los Angeles, and an M.S. International Agricultural Development from University of California at Davis.
Holly Wunder Stiles, Director of Housing Development

Holly Wunder Stiles has 20 years experience in the area of affordable housing development and finance. Before joining Mutual Housing, she served as Community Development Loan Officer for Rural Community Assistance Corporation, working to provide financing for affordable housing, community facilities and water and waste water projects in rural communities, with an emphasis on housing for agricultural workers and their families. Prior to that, Ms. Wunder Stiles was Project Manager for South County Housing in Gilroy, California, where she had responsibility for single-family self-help development as well as multifamily new development and rehabilitation projects. She holds a M.A. in public policy from the Kennedy School of Government at Harvard University and a B.A. in Political Science from Stanford University.

Jay Cohen, Director of Resource Development

Jay Cohen is the Director of Resource Development, responsible for all aspects of fund development, ultimately leading to the attainment of charitable donations that help fuel the success of our mission. Mr. Cohen has spent the last 12 years as a development director, consultant, and board member for numerous non-profits in the Sacramento Region, helping them thrive in all aspects of fund development. Mr. Cohen has a degree in Political Science from University of California at Riverside.
Fernando Cibrian, Director of Community Organizing

Fernando Cibrian oversees community organizing, community building and leadership development for Mutual Housing families. He has 18 years experience as a community organizer and board member with the PICO National Network and PICO California, which focused on leadership development and community empowerment through policy campaigns targeted at improving conditions for lower and moderate income families. At PICO he helped develop the network’s civic engagement and voter development strategies. He is a former board member of the Santa Ana Federal Empowerment Zone Board that worked to foster economic opportunities for Santa Ana’s designated federal empowerment zone. He holds a Bachelor of Science from the California State University, Pomona.

Nora Benavides, Director of Resident Programs

Nora Benavides has worked in the area of policy and community development for over 25 years. Her work has spanned urban and rural communities across the country with an emphasis on community development, improving health outcomes, environmental justice, economic justice, gun violence prevention and social equality. Utilizing a community empowerment approach, Ms. Benavides has revitalized neighborhoods with high concentrations of poverty. She has led campaigns to build much needed economic development, safe and sustainable housing, community clinics, youth centers, sports facilities, housing dedicated to agricultural workers. She has effectively worked on many policy initiatives that helped clean the air, provide water and lighting for low-income communities, worked on legislation to support early learning, and leveraged millions dollars in funding to revitalize blighted neighborhoods. Her work includes serving as a consultant for the U.S. Department of Justice, Office of Justice programs. Prior to this she served as an executive for the Cesar E. Chavez Farm Worker movement, providing support for affordable housing and Spanish language radio in Latino communities across the Southwest. Most recently, she was instrumental in advocating for federal legislation to provide the first allocation of federal Affordable Care Act legislative funding for home visiting to serve low-income pregnant mothers and their children. President Barack Obama signed the legislation which distributed over $40.8 million of funding to local health jurisdictions across the State of CA, in partnership with the CA Department of Public Health. In her current position Nora will leverage her experiences to develop partnerships and programs at each Mutual Housing community that build on our mission.
Kenneth Brackenhoff, Director of Property Management

Kenneth Brackenhoff is Director of Property Management for Mutual Housing Management, Mutual Housing’s property management division. He is responsible for overseeing the daily operations of all of the Mutual Housing properties. Mr. Brackenhoff has more than 30 years of affordable property management experience. Prior to joining Mutual Housing, he was the President of an affordable housing development and property management company in Los Angeles. He subsequently started his own property management company, which managed over 7,500 units of low-income housing tax credit, Section 8 and other affordable housing programs in communities located throughout California. Mr. Brackenhoff is a former President of the Affordable Housing Management Association Pacific Southwest and of the AHMA Foundation, and served on their boards for over eight years. Mr. Brackenhoff is a California real estate broker and a Certified Property Manager (CPM) with the Institute of Real Estate Management. He holds a B.A. and an M.S. in City and Regional Planning from Southern Illinois University.
