Keith Bloom coordinates the planning, financing and construction of affordable rental housing developments. Prior to joining Mutual Housing in 2013, Mr. Bloom worked in development with Thompson | Dorfman Partners, LLC since 2001. From 1989 to 1999, Mr. Bloom served as project manager and director of development for Community Housing Opportunities Corporation (CHOC), a nonprofit affordable housing developer headquartered in Davis. At CHOC, Mr. Bloom was responsible for the development of 10 affordable multi-family housing developments in several communities throughout the Sacramento area. Mr. Bloom is also a former Vice President of the Bank of America Community Development Bank in Sacramento, where he underwrote, closed, and monitored construction and term financing for affordable housing developers throughout California. Mr. Bloom obtained his Bachelor of Arts degree in Political Science from Stanford University and received his MBA from the Graduate School of Management at the University of California at Davis.

Vanessa Guerra has been part of the Mutual Housing team since June 2007. She began as an intern and now serves as a project manager on the Housing Development staff. Her responsibilities include the coordination of feasibility studies and site evaluation, obtaining local jurisdiction approvals, securing development financing, and overseeing the construction and/or rehabilitation of project operations for multifamily housing developments. She is also involved in identifying innovative Green building practices for new and existing developments, to produce sustainably healthy homes and communities for our residents. Ms. Guerra also represents Mutual Housing by serving as a Board member for the California Coalition for Rural Housing. She is bilingual in English and Spanish and holds a B.S. in Engineering-Construction Management from CSU, Sacramento.
