The son of a former farmworker, Roberto began his affordable housing career working with farmworkers in rural Oregon. His early upbringing, education and earlier roles mean he brings a deep understanding of community-building opportunities for diverse populations of people who live in affordable multi-family housing.
With a Bachelor of Arts Degree from the University of Oregon, Roberto completed the NeighborWorks® Achieving Excellence executive education program at the Harvard Kennedy School.
With a diverse background in training, writing and communications for the nonprofit sector, including expertise in advancing diversity and inclusion, Roberto has led multiple successful housing policy efforts at national level, including advocacy around issues specific to farmworkers and Latinos.
On his role as CEO of Mutual Housing California, Roberto says: “From developing affordable housing for LGBTQ seniors or Permanent Supportive Housing for the formerly homeless in Sacramento, to developing housing for farmworkers in California’s rural Central Valley, our focus is always on community.”

Working in collaboration with her team members, Julie has helped to lead and shape the organization’s financial and operational infrastructure.
With a Bachelor of Accountancy from the University of San Diego, Julie has over 25 years of professional experience and has spent more than half of her career in affordable housing finance. She has extensive experience with bond financing, loan conversions, cost certifications, and evaluating the financial feasibility of affordable housing projects.
Julie’s career in public accounting began with local CPA firms and ever since she has specialized in helping companies with establishing departments from the ground up, implementing financial reporting processes, setting up accounting systems and streamlining operations. Julie was named the 2018 CFO of the year in the nonprofit sector by the Sacramento Business Journal and is a member of the Strength Matters CFO Advisory Committee.
Commenting on her role at Mutual Housing, Julie says: “I enjoy the challenging work, camaraderie with the team and most of all being part of an organization that is focused on providing safe, affordable housing to the residents in our communities.”

Leading the largest department at Mutual Housing California since 2021, Winter is part of our Executive team, responsible for directing, administering and coordinating the daily operational activities of our property management department. With ...Leading the largest department at Mutual Housing California since 2021, Winter is part of our Executive team, responsible for directing, administering and coordinating the daily operational activities of our property management department. With scalable growth strategies as an important part of her role, Winter also helps build teams and implements necessary procedures to ensure optimal performance. She oversees maintenance, compliance, property management and training while ensuring the projects developed and acquired by Mutual Housing California remain fiscally sound, affordable and well-maintained.
Bringing not only professional skills to the role but personal ones too, Winter’s own experience of being raised in project-based housing gives her a unique perspective and understanding of our residents' situations.
Winter’s formative years were spent with her family in HUD housing and this first-hand experience of the affordable housing industry shaped her compassion and understanding of the lives and circumstances of Mutual Housing residents. She says: “Being raised in affordable housing helped pave the foundation for my role in life and career in affordable housing, tirelessly advocating for equitable treatment for all.”
Gaining a Bachelor of Science in Business Management, Winter’s early career was spent as a Montessori Master Teacher, a role which shaped her team-leading skills and approach in life to create environments and cultures for success. People-focused and a strategic thinker yet always with an open-mind, Winter takes a collaborative approach to her role, embracing creative solutions and independent thinking.
Winter has worked in the affordable housing sector since 2006, holding leadership roles in Property Management and Compliance, working for both nonprofits and for-profits in Sacramento and the Bay Area. Working for two of the largest organizations in California, Winter is adept at leading through growth and has successfully embedded this into the culture of Mutual Housing.

The daughter of Mexican immigrants, Vanessa grew up as a farmworker in a small rural town of California. Earning a Bachelor of Science Degree in Engineering and Construction Management from Sacramento State University, she now serves on the Board of the University Foundation of Sacramento State.
Vanessa’s career at Mutual Housing California began in 2007, when she joined as an intern before taking the role of Project Manager and later as Senior Project Manager. During her tenure in project management, she led the development of a new farmworker housing community that received national and international accolades for its sustainable design and programming. In addition to her responsibilities as Associate Director, she has helped lead Mutual Housing’s Race Equity Diversity (REDI) Project Team, focused on guiding and implementing REDI initiatives within the organization. She also represents Mutual Housing on the California Coalition for Rural Housing Board of Directors.
On her role, Vanessa comments: “I love the work culture of Mutual Housing and enjoy being part of an organization that works towards helping families that face similar housing challenges that I once experienced.
Tejal Shah
Director of Resident Services
Tejal Shah has had a deep commitment to the integration of community-based services with safe, affordable housing, as she has demonstrated throughout her 20-year career. After spending a brief time teaching, she worked as a transitional housing...Tejal Shah has had a deep commitment to the integration of community-based services with safe, affordable housing, as she has demonstrated throughout her 20-year career. After spending a brief time teaching, she worked as a transitional housing case manager and a shelter supervisor at a domestic violence agency in Chicago.
Then living in the Bay Area for 13 years, she worked most of that time at the East Bay Asian Local Development Corporation (EBALDC), a community development organization with affordable housing based in Oakland. During this time, she grew EBALDC’s social service, financial service, and community organizing programs in alignment with EBALDC’s mission to build Healthy Neighborhoods.
Tejal has a Bachelor of Arts in Anthropology from the University of Texas at Austin and a Master of Arts in Social Sciences from University of Chicago.

Keith has been responsible for originating, financially structuring, and entitling new development opportunities for Mutual Housing California since 2018, after having joined us five years prior as Senior Project Manager.

With a BA in Political Science from Stanford University and an MBA from the Graduate School of Management at the University of California at Davis, Keith has 33 years of development experience in both the affordable and market-rate multi-family industries.
Prior to joining Mutual Housing, Keith worked from 2001 to 2013 with Thompson | Dorfman Partners, a Bay Area market-rate multi-family developer. From 1989 to 1999, he served as Project Manager and Development Director for Community Housing Opportunities Corporation (CHOC), a non-profit affordable housing developer headquartered in Davis.
Commenting on his role with us, Keith says: “My responsibilities for ‘pipeline development’ mean working closely with numerous government agencies, community-based organizations and market-rate developers.”
“My role also requires me to have an in-depth understanding of local, state and federal financing programs, in particular the federal Low Income Housing Tax Credit ‘9%’ and ‘4%’ and Tax-Exempt Bond programs.

Bryan has managed our existing portfolio of affordable housing communities since 2013. Ensuring they are financially viable, physically maintained and in compliance with our affordable housing commitments, he also advances Mutual Housing’s sustainability initiatives, to provide energy efficient, safe and climate friendly housing opportunities.
With a Master’s Degree in Urban Design and Planning specializing in Real Estate Development from the University of Washington, and a Bachelor's Degree from UC Irvine, during his career to date, Bryan has developed affordable housing throughout California and Massachusetts.
As an urban planning consultant helping jurisdictions and private developers, he was part of a team that planned and developed closed military bases throughout California. He has also worked with the Monterey County Housing Authority and with private affordable housing developers and non-profits.
Commenting on the ethos of Mutual Housing, Bryan says: “I love the culture and our mission and that many in the housing and other industries look to us as an example of how to operate affordable housing and how to offer cutting-edge sustainability features for low-income residents.”

Working with community partners to train staff in key areas inclu ...Since joining us in 2021, Kristen has been involved in maintaining relationships with all third-party providers at our sites, in line with our vision, policies and best practices. Working with community partners to train staff in key areas including Harm Reduction and Trauma Informed Care, Kristen also completes partner stabilization during PSH lease ups and with the lease up team, builds relationships for Permanent Supportive Housing at new properties.
With a Bachelor Degree in Anthropology & History from Purdue University, her Master’s in Applied Cultural Anthropology focused on Environmental Justice and working with vulnerable populations. Kristen’s career in the industry began in 2010 with New Generation Management & LTHC Homeless Services in Indiana. Prior to joining Mutual Housing, Kristen was Senior Property Manager for Mercy Housing.
Commenting on her role as our Director of Supportive Services, she says: “One of the things I really love about working for Mutual Housing is how we approach PSH with so much care and compassion. As an organization, we seek to learn and always act with care.”

Providing communications support for the strategic growth of Mutual Housing California, Steven takes responsibility for liaising with journalists and the media, social service partnerships and inquiries from the general public.

With a degree in Communications and Multimedia from California State University, his roles to date in the affordable housing arena have been diverse yet all centered around improving housing outcomes for low income Sacramento citizens.
Prior to joining us as Communications Coordinator in 2014, Steven worked with Mercy Housing, undertaking various roles including Resident Services Manager. Now as Communications Manager for Mutual Housing, Steven plays a more direct role in strategic planning and managing the Communications department.
Commenting on what his role means to him, he says: “Mutual Housing attracts team members who are equally passionate and talented. I feel tied to an unspoken bond around maximizing our individual impacts on the world through collaborating on something bigger than ourselves. A sense that together we can make positive change to systems of oppression and one day leave our pockets of Earth better than we found it.”
